This is a clear statement to the people

The forthcoming parliamentary elections are not permitted to become an act of devotion for the formation of the civil secular democratic state

This is because the Islamic Khilafah is the method to make Islaam firm within a system of ruling and going through or coming out of the system of parliamentary representation is not the method, and because the establishment of this Islamic Khilafah and the work involved to establish it when it is absent are two Islamic obligations which the pure Sharee'ah has commanded of which there is no difference of opinion in this regard, and because this establishment and method have not been left by Islam without a clear and transparent explanation in the Qur'aan and the Sunnah, in addition to the Seerah of the Messenger of Allah صلى الله عليه وسلم, and also as this is the method that is obligatory to follow as taken from this source and also due to the principle: "Whatever does not fulfil a Waajib except with it is in itself a waajib."
